Forming analogies is indeed an essential part of general problem solving capabilities. Distinct state for hypothesizing analogies is quite good.

Analogies ARE made in neural networks but they are between very low-level representations rather than on high-level (abstract idea) representations. Distinct state specific to analogies is worth exploring.
